Encompass Housing Awarded $31 Million for Perinatal Residential Treatment Facility in Costa Mesa
Encompass Housing is proud to announce it has been awarded $31 million through the Behavioral Health Continuum Infrastructure Program (BHCIP). This critical investment will transform a motel in Costa Mesa into Heritage Regency, a dedicated Perinatal Residential Treatment facility for pregnant and parenting mothers in need.

What Is Perinatal Care?
Perinatal care refers to the physical, mental, and emotional healthcare provided during pregnancy and in the months after birth. For expectant mothers experiencing substance use, mental health challenges, or housing instability during this vulnerable period, the lack of integrated support can have long-term impacts on both parent and child.
Our new facility will provide comprehensive, trauma-informed care that recognizes and addresses the complex needs of mothers navigating recovery while preparing to welcome or raise a child.

This project strengthens the social fabric by helping families stay together and thrive—building a healthier, more resilient community for generations to come.
Heritage Regency will be one of nine in the country offering integrated perinatal care in a residential setting, filling a critical gap in Orange County’s behavioral health and housing infrastructure.
Project Timeline
Construction on the facility is set to begin in January 2026, marking the official groundbreaking. We anticipate that services will begin by December 2026, welcoming the first families into a space designed for healing, support, and new beginnings.
